  You need to change usb to access
  flash 0, not memory stick, and
  put the files in the matching
  folders. Make sure you keep
  backup of the files being
  replaced in case you want to go
  back to normal.

  HOW TO DOWNLOAD-
  1. click download > save to
  desktop
  2. unzip using either winace,
  winzip, etc.
  3.drag and drop the unzipped file
  to the theme folder in the PSP
  folder in your psp.

  No you don’t need to
  install it just put it in the
  foler below PSP\THEME
  If you don’t have the
  folder “THEME” then
  create it.

  To install it you must have
  Custom firmware then when in xmb
  or psp menu hit slecet and chang
  usb divece to flash0 then go to
  VSH than copy the same folder you
  downloaded it from recorce or
  what ever it is called then there
  MAKE A BACK UP FIRST INCASE

  Just download the theme, then
  extract it using Winrar, so you
  need that so that you can use it.
  Then copy and paste to your
  THEMES folder.

  HERE IS HOW TO INSTALL
  1.PLUG UP THE PSP WITH A USB
  CABLE
  2.OPEN UP THE REMOVABLE DISC
  FILE
  3. SELECT PSP
  4.MAKE A FOLDER CALLED THEME
  5.PUT THE THEME INTO THAT
  6.GO TO THEME SETTINGS GO ALL THE
  WAY DOWN
  7. SELECT YOUR THEME! =]
